Established in 1969, The Plastic Surgery Center has been serving Northern California for over 35 years. Our doctors have over 140 combined years of experience, and we are one of the largest plastic surgery groups in the nation.
Our doctors have expertise in all areas of plastic and reconstructive surgery, and are well-versed in the latest technological advances. Quality and safety are the main concerns at The Plastic Surgery Center. To ensure that our patients get quality, personalized care, the Center supports a medical staff of 40 in our Sacramento and Roseville facilities.
We call ourselves The Plastic Surgery Center for a number of reasons. In 1977, our five-room Outpatient Surgery Center at 95 Scripps Drive was the first to be licensed in the State of California. The fact that our license has been renewed every year since 1977 and that we’ve received national accreditation from the American Association for Accreditation of Ambulatory Surgery Facilities (AAAASF) is evidence that we adhere to the highest surgical standards, both in staffing and equipment.
The fact that we embrace a team approach is of enormous benefit to our patients. Because each physician’s specialized skills complement those of our other doctors, patients are provided with a comprehensive framework of knowledge and experience. This is beneficial to patients for a number of reasons. Our surgeons have the opportunity to consult with one another...any one of them can obtain an immediate second opinion...and they can serve as back-up in the event that a patient’s personal physician isn’t readily available.

John M. Osborn, M.D.
Dr. John M. Osborn, joined The Plastic Surgery Center in 1974, and because of his personal demand for perfection, has developed a significant following of patients desiring cosmetic surgery. Dr. Osborn received his medical degree from the University of Toronto, Canada. He then completed his internship at The San Francisco General Hospital, general surgery residency at the University of California, Davis, Medical Center, and had extensive plastic surgery training at the Medical College of Ohio under John C. Kelleher Sr., M.D., a world renowned Chief of Plastic Surgery.
In addition to being certified by the American Board of Plastic Surgery, Dr. Osborn also is a Fellow of the American College of Surgeons (FACS). He is a member of the American Society of Plastic Surgeons, American Society for Aesthetic Plastic Surgery, and the Lipoplasty Society. As a member of the California Society of Plastic Surgeons, Dr. Osborn has served as an officer for several years. On a local level, Dr. Osborn is past president of the Greater Sacramento Society of Plastic Surgery and past Chief of the Department of Plastic Surgery for Mercy General Hospital and Sutter Community Hospitals. He also has served as a volunteer on the UCD-Sutter Cleft Palate Panel since 1974 and was Medical Director for 23 years.
Since 1974, Dr. Osborn has donated many hours teaching for the School of Medicine at U.C. Davis. In 1991, he became a full Clinical Professor and is proud to be the only clinical faculty member to receive a Special Recognition Award from the U.C. Davis residents. In addition, Dr. Osborn has presented papers at both national and regional plastic surgery conferences and has published in professional textbooks and journals. A volunteer for Interplast, Dr. Osborn donated time traveling to Peru to teach and perform corrective and reconstructive plastic surgery on children with cleft lip & palate and burn scar deformities. He also is active in local programs benefiting children, including the March of Dimes, Stanford Children's Home and Church summer camps.
Finally, Dr. Osborn enjoys spending time with his wife Katie, and his children, Staci and Michael. Leisure activities include music, tennis, skiing, and singing in a barbershop quartet.
Donald R. Jasper, M.D.
Dr. Donald R. Jasper, M.D. joined The Plastic Surgery Center in 1979. Dr. Jasper's artistic nature and strong surgical training make him especially gifted as an aesthetic plastic surgeon. He has been highly sought after for aesthetic surgery of the face, breast and body sculpting (liposuction) for the last 20 years. Dr. Jasper's early interest in plastic surgery combined his families strengths in both the arts and the sciences. This interest preceded his undergraduate work in his hometown at the University of California, Davis. Medical school and internship at the University of California, Irvine, brought significant exposure to prominent Los Angeles area plastic surgeons. His plastic surgery residency at St. Francis Hospital in San Francisco provided a three-year exposure to the Bay area's best plastic surgeons.
Dr. Jasper received certification from the American Board of Plastic Surgery in 1982. He is credentialed to perform plastic and reconstructive surgery at Mercy General and Sutter Community Hospitals. He served for 12 years as Assistant Clinical Professor of Plastic Surgery at the University of California, Davis.
He is Past President of the Greater Sacramento Society of Plastic Surgeons. Dr. Jasper's interest in the aesthetic realm has included vocation pursuits in the areas of architectural design and building, landscaping, photography and music. He plays numerous instruments and has supported the arts in Sacramento by sitting on the Board of Governors of the Sacramento Philharmonic. Dr. Jasper enjoys time with his wife Julie and his son Donovan. He also has three lovely daughters, Dierdre, Erin and Heather, and enjoys skiing, water sports, opera and travel.
Wayne I. Yamahata, M.D.
Wayne I. Yamahata, M.D., brings a wealth of experience to The Plastic Surgery Center. Raised in Los Angeles, Dr. Yamahata attended the University of Southern California, which included graduate training in Health Administration. He then attended medical school at the University of California, Davis. Dr. Yamahata continued his surgical training at U.C. Davis where he completed residency training and general surgery and was certified by the American Board of Surgery for ten years. He also served as a fellow in clinical nutrition and completed residency training in plastic surgery and is currently certified by the American Board of Plastic Surgery.
Dr. Yamahata is an active member of the plastic surgery community, and has served as chief of plastic surgery for the Sutter Community Hospitals and as president of the Sacramento Society of Plastic Surgeons. He is an Assistant Clinical Professor of Plastic Surgery at U.C. Davis Medical Center and is a fellow of the American College of Surgeons. He is a member of both the California Society of Plastic Surgeons and the American Society of Plastic and Reconstructive Surgeons.
Dr. Yamahata is well qualified to perform the variety of procedures required of plastic surgeons, and is often called upon by colleagues to care for patients with difficult problems.
Debra J. Johnson, M.D.
Debra J. Johnson, M.D. joined The Plastic Surgery Center in 1989 as the first woman plastic surgeon in Sacramento. Dr. Johnson received both her M.D. degree and her plastic surgery training at Stanford University. She took additional training at Clinica Planas in Barcelona, and the Institut Francais de la Main in Paris.
Dr. Johnson is certified by the American Board of Plastic Surgery and serves as an officer in the California Society of Plastic Surgeons. She is also a member of the American Society of Plastic Surgeons and is a fellow of the American College of Surgeons. Dr. Johnson has served as Chief of Surgery for the Sutter Community Hospitals, and is Co-Director of the Sutter Cleft Lip and Palate Panel. Dr. Johnson considers herself a general plastic surgeon, enjoying the wide variety of problems and procedures the field offers. However, she does take a special interest in cosmetic and breast surgery, including postmastectomy reconstruction.
Dr. Johnson is an active member of Interplast, a group of volunteer surgeons who donate their services in underdeveloped countries. Dr. Johnson serves as a member of the Board of Directors for Interplast, Inc., and travels twice yearly to provide free surgery to children with birth defects.
Dr. Johnson and her husband, Mario Gutierrez, make their home in Curtis Park. They have two wonderful children, Gabriela and Pablo.
Scott D. Green, M.D.
Dr. Green enhances The Plastic Surgery Center group with his knowledge of the latest medical techniques. Dr. Green began his training at Texas A&M School of Medicine where he received his Medical Doctorate. He furthered his training at the University of Vermont Medical Center for general surgery, followed by plastic surgery training at the world-renowned Loma Linda University. Dr. Green is board certified by the American Board of Plastic Surgery.
During his surgical training at both the University of Vermont and Loma Linda University Medical Centers, Dr. Green received many awards, including the distinguished Resident of the Year award and the Bernard Barney Excellence in Plastic Surgery award.
Dr. Green's clinical and scientific work has been included in the leading plastic surgery publication, Plastic and Reconstructive Surgery Journal (PRS). He has presented his research at many plastic surgery meetings and in year 2000, was credited with the best scientific research paper by the California Society of Plastic Surgeons.
Dr. Green brings a new and fresh perspective to The Plastic Surgery Center. He has studied under several of the leading plastic surgeons in the country and is proficient in all of the latest technology and surgical procedures. His specialties include cosmetic, facial, and congenital reconstructive surgery.
Over the years, Dr. Green has had the opportunity to perform surgery during humanitarian missions to Baja, Mexico and Deschapelles, Haiti. He enjoys fishing, skiing, Arabian horses, and mountain climbing; and spends his free time playing with his daughter Sage and his son Forest.
